Paul is responsible for leading all Federal Enterprise Architecture (FEA) activities; developing and overseeing implementation of required polices, and guiding, formulating, supporting, and overseeing cross-Federal initiatives; and using the FEA to inform and shape investment decisions to improve the performance of government for its citizens.

Christopher Jones
Product Development, Oracle
Christopher has worked for Oracle in both the US and Australia,
liaising closely with the PHP community. He is a lead maintainer of
the OCI8 extension, and a proponent for the PDO V2 project. He is the author of several technical articles on PHP and Oracle, and he
co-released The Underground PHP and Oracle Manual (free from
http://otn.oracle.com/php). Christopher has presented at conferences including the International PHP Conferences, the O'Reilly Open Source Convention, and the Zend/PHP Conferences. He also presents Oracle-PHP tutorials and PHPFests worldwide. Christopher's blog is at

Chris Shiflett is the Chief Technology Officer of OmniTI, where he
leads the web application security practice and guides web development initiatives.
Chris is a thought leader in the PHP and web application security
communities-a widely-read blogger at shiflett.org, a popular speaker
at industry conferences worldwide, and the founder of the PHP Security Consortium.
His books include the critically-acclaimed Essential PHP Security
(O'Reilly) and HTTP Developer's Handbook (Sams). His writing has also appeared in a number of other popular books including Programming PHP (O'Reilly), PHP Cookbook (O'Reilly), and PHP in Action (Manning).

This panel will cover a variety of tools - Zend IDE, Vi/Vim, Emacs, Textmate, Komodo, and potentially others - describing and contrasting them to finally find the one PHP tool to rule them all.
